It's a Java applet that enables you launch a local SSH client.

SSH Launcher is a Java applet that enables you to launch and configure a local, native SSH client. The software works best with Putty, the all around SSH/Telnet client.

It uses Java API to call various functions. Once connected the results are displayed in the HTML file.
